The Goulburn Regional Conservatorium director has been involved in planning for the space as has his predecessor, Steve O’Connell.
What started as a 240-seat venue has now grown to 300 seats, thanks to shifting change rooms and amenities to an external space.
“It’s a much better, more effective design,” Mr Scott-Williams said.
Local architect Garry Dutaillis drafted the plans. The Con director says the space will cater for a wide range of users. No longer would he be restricted in the performances he could bring to Goulburn.
“It’s not just about bringing high calibre productions but providing a facility for groups that are already here like dance groups and the eisteddfod, which does amazing things in difficult circumstances,” he said.
“It will remove that challenge... I’d also love to see the re-emergence of the musical theatre groups (Argyle Society and Goulburn Musical Society).”
Mr Scott-Williams said there was undoubtedly a need to continue community consultation about the venue. But he acknowledged it might not be the “magic pudding” for everyone.
“I’m particularly keen to see it done once and done properly,” he said.
“I’m keenly aware that if we get it wrong, it’s wrong forever. The truth of the matter is we will never have a facility that’s ideal for everyone and this is no different.
“...But this goes a long way to making an enormous difference to the town and the investment in the cultural capital is fantastic. I’m glad to see Council is on the front foot.”
