He presented the petition along with concerns about the state of some bridges on these roads to Goulburn Mulwaree Council officials last week.
Council officials assured him that road conditions were being investigated, he said, but added he was not confident the situation would improve, based on past performance.
Mr Marshall runs a general store and takeaway on Windellama Rd and says regular maintenance on these roads has not been done recently or, where it has, properly.
"Work on the patching of the roads that the council does is inadequate," Mr Marshall said. "Oallen Ford Rd used to be a good road until the trucks got into it.
"I called them out to two emergencies recently: an emergency on Oallen Ford Rd, where the road had split open.
"They came out the same day and sat there for three hours while it rained and then they decided to fix it.
"A few weeks before that, a tree branch had fallen on the same road, which I moved only to find a five-foot hole and parts of the road falling into it. They took the tree down."
His business sees many property owners passing through, and Mr Marshall says many have complained to him that they have difficulty accessing their front gates.
"A few Windellama locals I have spoken to have said the state of their Crown roads are also shocking," Mr Marshall said. "They have had to pay to have their roads fixed up, [but] in some parts they are totally undriveable.
"Ever since the local councils amalgamated, not one road has been tarred. Before, they had lots of money to throw at the roads and things got done, but not anymore."
Mr Marshall also said that in wet weather, some Windellama locals had been cut off, and that some timbers on the Spa Rd bridge were rotten.
"The council has claimed they have spent around $250,000 on roads around here, but nothing has been done," he said.
"At the bottom of Spa Rd there were four blocks of land sold for $660,000 each and there was supposed to have been grading done on the roads, if you could call it grading.
"The council carried out some grading on Bullamalita Rd, but less than half an hour after they graded it, the ripples in the gravel returned."
To get approval for property developments, the owner was required to tar the road, with some roads up to 10km long, Mr Marshall said: "I ask you, how can one person be expected to do all that work?"
Mr Marshall said he had documentation on the roadworks that were supposed to have been done, "which I submitted to the council when I met with them".
After his meeting with the council, Mr Marshall said he was given assurances that the condition of these roads was being looked into.
"I [also] asked if they could reduce the speed limit to 80km/h on these roads, but the council said no, they couldn't do that."
The council's Capital Works Schedule for 2015/16 lists Oallen Ford Rd for rural road rehabilitation and resealing. Lumley Rd is also scheduled for rural resealing.
