“I think she has let the electorate down and I commend (Nationals MPs) Katrina Hodgkinson and Kevin Humphries for their stance,” he said on Wednesday.
“I’m very disappointed by the State Government’s decision. I think it’s totally wrong and undemocratic and where does it stop?”
The ban passed the Lower House 48 to 35 votes following a marathon debate on Tuesday night.
Ms Goward told Parliament she supported the ban “with a heavy heart.”
“We are the party of free speech and free markets. For us to do this confirms the seriousness of the evidence and the compelling nature of the concerns that have been raised,” she said.
The MP acknowledged the debate had been a divisive one in her community.
But Ms Hodgkinson said she could not support the move. She crossed the floor for the first time in 17 years.
“The decision to ban the industry is wrong because of the process that took us to it, the precedent it will set and, most importantly, the people it will hurt,” she said.
Cr Kettle lamented the wasted infrastructure at the Goulburn greyhound track. With the State divesting itself of Crown land he believed the new council should try to reclaim the Recreation Area.
