Canberra and Spring Street are locked in a standoff over the state's entitlement to a Commonwealth payment for the $9.7 billion 50-year lease of the Port of Melbourne.

Under the asset recycling scheme set up by former treasurer Joe Hockey, states were to be given a bonus payment of 15 per cent from the federal government for any asset privatisation as long as the funds were used for major infrastructure.

But following Monday's huge windfall for the Victorian government, Treasurer Scott Morrison said Victoria would only get $877.5 million as outlined in the budget because the Andrews government had not met a deadline for agreement on what the money would be spent on.

The Andrews government says it is entitled to more than $1.4 billion from Canberra which it wants to use on road and rail projects. The Turnbull government wants the money used on Melbourne Metro and is lobbying hard for a new South Yarra station to be included in the project.

Mr Guy has also said he is prepared to speak to the prime minister about Victoria getting the right amount of money -- he also backs South Yarra being included in Metro despite government estimates it will cost nearly an extra $1 billion.

"If money was promised, money should be delivered and Tim Pallas buffoonery in the way he has asked for this money...  probably should be excused because it is for the whole state's benefit," Mr Guy said.

"If there is money owed to Victoria it should be paid in full, no mucking round, no half-baked discussion, I think Tim Pallas has not asked for this properly."

Both federal and State Labor are trying to paint the Turnbull government as anti-Victorian.

"Once again, Victorians are being ripped off by Malcolm Turnbull's government and it's an utter disgrace," Opposition Leader Bill Shorten said.

"It's time for Mr Turnbull to pull his treasurer into line and make this funding available to the people of Victoria."

State Ports Minister Luke Donnellan called on Mr Guy to stand up to the federal Liberals.

"Sydney-centric Malcolm Turnbull is going back on his word and ripping off our state. That funding was promised to us for vital road and rail projects, creating thousands of jobs," Mr Donnellan said.

But Victorian federal Liberal MPs say that Victoria cannot be trusted on major projects and are to obsessed with politics.

Human Services Minister Alan Tudge, who represents Aston in Melbourne's east, said there was $3 billion of federal money ready to be spent to build the East West Link.

"Victorians have been dudded because East West Link was not built," Mr Tudge said. "We still have $3 billion in our bank account ready to be deployed to ease traffic congestion in Melbourne."

Mr Tudge also said with private contributions towards the road the state would have to contribute very little to the project.
