In addition, users say they have "unanswered questions" about the buyer, their access and future costs in using the facility.
Goulburn Mulwaree economic development and administration officer Ken Wheeldon said on Friday the Council was still looking forward to the settlement with Domain Corporation (Goulburn Airport) Pty Ltd at 5pm tomorrow.
Mr Wheeldon said if settlement did not occur the Council's solicitors would take action.
"If it will does not settle then I will email Council's solicitors in Sydney for them to issue a Notice to Complete, which will allow them an extra 14 days to settle (taking it to July 15)," Mr Wheeldon said.
He said Council engineers would inspect the airport on Tuesday morning to check whether the required stage one capital improvements had been completed.
