Police were called to Auburn Street at 11.25am with complaints of inappropriate behaviour.
A 25-year-old man from Summerhill, Sydney, was arrested and allegedly found with possessing prohibiting drugs.
He was issued a court attendance and will appear in the Goulburn Local Court on May 16.
