The pursuit only stopped because the car ran out of fuel.

Kane Edward Blackman, 26, of Evatt ACT, appeared by audio-visual link in Goulburn Local Court on June 13 and pleaded guilty to driving a vehicle under the influence of drugs.

He had previously been convicted, on December 6 last year, in Goulburn Local Court, on a charge of police pursuit, driving dangerously.

Police facts tendered in court said on October 30, 2017 at 3.12pm, Blackman was driving a Honda Civic, northbound on the Federal Highway at Collector when the car was clocked by police LIDAR overtaking another car and travelling at 130km/h in a 110km/h zone.

As the car approached police, it slowed down and moved back into lane one. Police motioned for the car to pull over but it travelled past them.

Police gave chase and caught up to the vehicle and activated their lights and siren, directing the vehicle to stop.

The car then accelerated to 140km/h and passed other cars. A police pursuit commenced.

The Honda Civic exited the Federal Highway and travelled into Collector along Church Street at a speed of 118km/h.

It entered Murray Street, Collector and drove on the incorrect side of the road, forcing another vehicle partially off the road.

The vehicle continued travelling at 110km/h in a 50km/h zone, and speeding up to 128km/h before travelling back onto the Federal Highway.

The car then reached speeds of 145km/h as it drove south along the highway towards Lake George and was observed to overtake six vehicles during this period.

The vehicle continued along the Federal Highway until Shingle Hill Way, where it turned right onto that road and continued at a speed of 112km/h through road works.

The accused was observed throwing a plastic bag containing an unknown powder as well as a drink bottle onto the road.

The car turned right into Sutton Road and sped up to 130km/h and then turned left onto Murrumbateman Road, travelling at speeds of up to 140km/h.

About 2km from Dicks Road, the car entered an active work zone with a speed limit of 40km/h with a road traffic controller present.

The accused continued through the zone on the incorrect side of the road at 80km/h. The traffic controller threw the hand-held stop sign at the car, striking the windscreen.

The car accelerated to 120km/h and then up to 150km/h and turned right into Dicks Road, a winding, dirt road, at speeds of 110km/h. The car then turned left into Yass River Road.

About 5km from the Dicks Rd intersection, and now some 85km since the police began the pursuit, the vehicle ran out of fuel, causing it to come to a stop in the middle of the road.

Police arrested Blackman. They observed him to be under the influence of an illicit drug, stating his behaviour was “erratic and manic”. He could not tell police where he was travelling or why.

He was taken to Goulburn Police Station and then to Goulburn Base Hospital for blood and urine testing. A blood sample was also obtained and sent for laboratory testing.

This sample came back and the following drugs were found to be present in his system: 0.03mg/l amphetamine and 0.19mg/l methylampehatime.

The laboratory report concluded the driver would have been under the influence of the withdrawal effects of methylaphetamine to the extent his driving would have been impaired.

Magistrate Geraldine Beattie said Edwards had been jailed for two years in December last year for the police pursuit.

“Police came to the view that you were under the withdrawal effects of ice at the time and that your driving would have been impaired,” Ms Beattie said.

“It was highly dangerous driving.”

She sentenced him to three months in prison  for driving a vehicle under the influence of drugs to be served concurrently with his previous sentence.

The driver will also be  disqualified him from driving for six months once he gets out.
