There have been verified reports of chaotic scenes in some polling booths in Goulburn, after the polls closed on Saturday.

In some booths this caused the counting of votes to be delayed as officials had to take the ballots away to do separate counts in the Goulburn Electoral Office.
At the Goulburn High booth scrutineers were not allowed in until 7.40pm.
There were also reports that ballot boxes were being used as tables before the counters realised they contained ballot papers.

The Wesley Centre booth was not counted on Saturday night.
Some of the issues have been put down to a lack of proper training of the staff.
Returning officer for Goulburn Lars Gudiksen confirmed there were issues.
"There were two sites with issues with staff, we admit," Mr Gudiksen said.
"They were Goulburn High and Goulburn West. We brought the papers from those booths back down to the office and they were counted here.
"With any group of people there are errors. The second count was to ensure the quality."
There were reports that staff training on counting votes consisted purely of them watching a video tutorial on the subject.
However, this claim was refuted by a NSW Electoral Commission spokesperson.
"Voting centre managers are provided with online training, face to face training and a manual to follow on election day," the spokesperson said.
They did, however, confirm that votes were taken away from two booths.
"The voting centre managers at Goulburn High and Goulburn West undertook an initial count on election night.
"The ballot papers were returned to the election manager's office who re-examined the ballot papers on Sunday/Monday.
"The results for these two voting centres are available on the website.
"All ballot papers were accounted for."
The spokesperson said there is a process of checking votes for accuracy and validity.
"All ballot papers across the state undergo two counts," they said.
"An initial manual count conducted in the voting centre on election night is an indicative count only.
"They also undergo a check count, which is a data entry process," the spokesperson said.
Meanwhile, Goulburn Labor Party branch president Jason Shepherd has called for a re-count (not an inquiry) after concerns were raised about the vote counting process by election officials.
"There is a bi-partisan concern with how the counting was handled," Mr Shepherd said.
"We are concerned with the process, and Liberal Party members who were present also had concerns with it.
"The issue has been raised with the NSW Electoral Commission."
At 5pm on Tuesday, the Liberals' Wendy Tuckerman had recorded 18,255 votes, and Labor's Dr Ursula Stephens 14,229.
