The new centre will provide 144 beds and create about 170 new jobs.
Signature Care and CEO Graeme Croft said the new facility could be operating within two years.
'We have looked at a number of sites in Goulburn and we are in final discussions about the site selection and we should make an announcement in the next 30 days on that," Mr Croft said.
"We're looking for about 20,000 square metres of land here in Goulburn. It has to be flat and have all the services nearby and we don't want anything holding it up like heritage controls. We hope to be operating in under two years."
Mr Croft said the facility would meet the needs of Goulburn's ageing population.
"Goulburn is a good regional town with an ageing population so this is a centre designed to meet the community's needs," he said.
"Our focus will be very much on high-care with 24-hour nursing staff."
The centre will be established over four wings.
"There will be a dementia wing and other high-care wings - all single rooms with en suites and larger rooms for couples," Mr Croft said.
"They will be separate communities and one of those will be for people with dementia."
Federal Member for Hume Angus Taylor said it was another major investment in Goulburn and the region.
"It means a commitment of about $7 million a year in Federal funding to provide these places," Mr Taylor said.
"Members of the public who are interested in finding a residential aged care place, for themselves or a family member, will have to wait until the planning approvals are completed but we'll be keeping the community informed along the way."
The new facility is proceeding following federal government funding for the beds.
The 144 places for Goulburn are funded under the Australian Government's Aged Care Approvals Round (ACAR) for 2018-19.
This will see 13,500 new residential aged care places provided across Australia and $60 million invested in capital works to build new centres or upgrade existing centres.
Goulburn Mulwaree Mayor Bob Kirk welcomed the announcement.
"It is terrific. Creating 170 jobs in itself is marvellous as well as the investment," Cr Kirk said.
"It all adds to the activity you are seeing going around Goulburn at the moment."
Mr Croft elaborated on the design.
"There will be a lot of outdoor space," he said.
"Every room has sliding door to the outside and rooms will be fully air-conditioned.
"There will be a very high standard of finish."
The facility will include a lot of amenities for residents such as a library, craft rooms, games areas and multi-purpose areas such as a chapel and WIFI cafe. It will also feature a hair salon and podiatry services, a physio room, integrated CCTV and computer systems, Smart TVs, electric hi-low oversize king single beds, over-bed tracking systems to assist with resident mobility and spacious open living areas.
The Goulburn announcement follows news of eight additional aged care places for Burrowa House at Boorowa and $765,000 in capital works funding to expand Burrowa House.
