"It is not often that we have one brought forward so that it can essentially be an election campaign budget rather than something that is going to be passed," Mr Kingston said. 

"It is not being passed at all at this point and the same with the Labor responses. It is all electioneering." 

Mr Kingston expressed concern about the amount of "pork-barrelling" by major parties recently with his very own pork barrel, saying politics should be more about thoughtful policy, not just handing over money and making promises in the electoral cycle.

"Independents don't have the opportunity or desire to engage in pork-barrelling, but I do have the opportunity to highlight it," he said.

He unveiled his pork barrel bicycle outside Parliament House at sunrise on April 3.

"I want to highlight what has been going on, not just in the Budget but in recent months," he said.

Mr Kingston also took a solar panel with him to give to Prime Minister Scott Morrison to take into Parliament House.

"If a lump of coal is good enough for the House then surely a solar panel is too," he said.

"It's a nice test of Mr Morrison's commitment to action on climate change and policy certainty for the renewable industry,"

He said he was disappointed by the lack of climate action in the Budget. "The biggest disappointment for me was a total lack of action on climate change," he said.

"There is no announcement of funds there and from what I have read the emissions reduction fund element of it has now been reduced from $200 million a year to $50 million a year. 

"The Liberals are certainly not showing any leadership or action on climate change going forward and that is important for me."

He was not excited about the tax cuts announced either. "The tax cuts announced are spread over a long period of time, so I don't think it is something to get hugely excited about," he said.

"Tax cuts are a good thing to have, but the Liberal tax cuts did not do an awful lot for people on the lowest wages and increasing the amount for higher up."

He said Labor's plan to extend tax cuts to lower income earners was "a good move".

"As a nation we have the ability to support those on lower incomes and I am pleased to see that they announced their tax cuts were skewing down to the lower incomes than higher incomes," he said.

On the benefits to small business, Mr Kingston said that as a small businessman in Hume for a long time it was good to see a reduction in the tax bracket and the increase in the tax write-off for businesses was also "a good move".
