In a statement, NSW Police said a Toyota Camry crashed into trees on the Federal Highway, about 10 kilometres north of Bywong just before 3.30pm.
Police said they had been told the driver - a 29-year-old man from Casula- was assisted by passing motorists before he stole one of their vehicles, a black Toyota Aurion, and drove away.
The car was seen travelling on the Federal Highway at Wollogorang, about five kilometres north of Collector, by officers from the Hume Police District Traffic and Highway Patrol Command.
After a short pursuit, the vehicle was stopped by road spikes at the Federal Highway and Hume Highway intersection about 4.45pm.
The driver refused to leave the vehicle and began revving the car loudly, said Chief Inspector John Sheehan of Goulburn Police Station.
Police then broke the passenger side window to remove the accused.
The driver has been arrested and taken to Goulburn Police Station.
