The new facility will be built in the city, following the provision of federal funding.
The new centre will provide 144 beds and create about 170 new jobs.
Signature Care CEO Graeme Croft has told a Chamber of Commerce meeting the new facility could be operating within two years.
"We have narrowed down our search for the land to three potential sites which are in residential areas and we are in the process of doing our due diligence at the moment," Mr Croft said.
"We have met with council officers and looked at a range of sites which may be suitable and have visited number of sites as well.
"We don't expect the process to take too long. Probably within a month we should be able to nominate a site.
"We are confident that the facility will be operational in two years time."
The monthly meeting of Chamber of Commerce on June 13 got an insight into the upcoming $30 million aged care facility to be built in the city.
Mr Croft was the guest speaker for the occasion and said that they are looking for land to set up the facility.
The aged care facility to be built on 20,000 squares meters of land, will address the needs of ageing population in Goulburn and will create 170 jobs.
It will include a hair salon, playgrounds, library, craft area and games area among other features.
The new facility is proceeding following federal government funding for the beds.
The 144 places for Goulburn are funded under the Australian Government's Aged Care Approvals Round (ACAR) for 2018-19.
This will see 13,500 new residential aged care places provided across Australia and $60 million invested in capital works to build new centres or upgrade existing centres.
Discussions about training youth for the requirements in health care sector in the future were also discussed.
Meanwhile, Mareeca Flannery, Chief Executive Officer and Director of Regional Development, spoke about the Jobs Agenda program. The program helps to start a conversation among the local industry, educators, government and others about skills shortages.
She invited businesses to be a part of the next Jobs Agenda meeting and discuss about the requirements that they are facing in their businesses.
