The park will be located in between the Belmore Estate, The Tillage residential subdivision, Warrigal Aged Care facility, Green Valley Rd, the Wollondilly River, and the back area of Crestwood.
It will provide a large green corridor linking those new precincts to the river.
The new 18-hectare Riverside Park will include a new playground, dog off-leash area, barbecue area and outdoor gym equipment.
It will include an integrated walking and cycling pathway linking the north side of the river to the south.
A pathway will also run along to the Gibson Street Bridge enabling users to connect with the River Walkway. It would feature multiple access points from Lambert Drive, Mewburn Drive, Greenvalley Rd and the newly constructed Tillage subdivision as well as being accessible from Warrigal Age Care.
A spokesperson for Goulburn Mulwaree Council said they were pleased to be moving forward with Riverside Park, describing it as: "a wonderful new community green space that will be an asset to the fastest growing area in Goulburn."
Some $2.26 million has been allocated within the 2019/2020 council budget for this project.
Another $821,000 has been allocated from the State Government, under the round two of the Stronger Country Communities Fund.
Work on the project will be carried out in stages over a number of years and construction is expected to begin towards the end of this year.
The first stage will include earth moving, the integrated walking and cycling pathway, landscaping, parking areas and a fully equipped outdoor gym.
Member for Goulburn Wendy Tuckerman said it would transform the area.
"The Riverside Park will transform the neglected piece of land into a much more welcoming and much-needed outdoor community space in a fast growing residential part of town," she said.
"It's essential to plan for these new residential developments to ensure the community have beautiful open spaces and connectivity to the areas such as the popular Wollondilly Walking Track.
"The Riverside Park will no doubt be an attractive place for flora and fauna, and the picnic and recreational facilities will be of great benefit to not only the nearby homes but the wider community generally."
The council has sent a letter out to nearby residents, to advise them of the impending park and seeking their input.
Included with this letter is a concept plan of Riverside Park, showing walkways.
"The positioning of the walkways have been chosen due to the need to have these above the 1 in 100 year flood level, and to ensure they are fully disability accessible so that Riverside Park is inclusive of all community members," the council spokesperson said.
"We understand the walkway will be close to the rear of some properties, but it's important to note that any other options add hundreds of thousands of dollars to the project cost."
