The Joint Regional Planning Panel has signed off on the overall $49 million redevelopment. It followed a June sitting at which panel members mostly endorsed the project but requested more information, including a contamination report and an updated management plan for the Victoria Park precinct.
Mayor Bob Kirk said the council would have to lodge a modified DA for stage one to align with the final consent granted.

The council has allocated a total $29m for stage one of the redevelopment, which includes refurbishment of the existing indoor 25m pool, an additional 10-lane 25m indoor pool, a hydrotherapy pool, outdoor water play area, café, new change rooms and amenities and car parking and landscaping upgrades. A total 72 trees are pegged for removal but plans show replacement of 62 of these.
Mayor Bob Kirk said the approval marked an important milestone.
"This is a great result, which allows us to move forward with this wonderful project for our region," he said.
Construction procurement will soon begin, via an expression of interest process. Cr Kirk said the council hoped to award the tender before the end of this year, allowing construction on stage one to begin in early 2020.
The State has allocated $10 million to the project.
