Presented by the Goulburn Race Club to the trainer who accrues the most points over the course of the season, Williams' eight wins, 10 seconds, and five thirds were enough to clinch another title.
"It means a great lot to the stable and the staff who work tirelessly to get our horses going," Williams said.
"To win the premiership again, it was quite rewarding for the work that we've done."
Despite the accolade, Williams regards 2018/19 as a below-par season in terms of results.
"Our horses were running places all year, we didn't have a great lot of winners but we had plenty of placings," he said.
"Things didn't go as well as we hoped, we had a very quiet year as far as the success of our stables.
"I didn't realise that we were in front of the premiership until the last meeting."
The victory, Williams said, provided a welcome boost to his staff and stables at a important time as they begin the 2019/2020 season.
"This year's been a very tough year for us all, and we've come away with the premiership which was a great boost to us all, including myself," he said.
"Horse training is all about momentum. Last year we started off very slowly, we didn't have a lot of horses racing ... it was getting us a bit down because we had quite a few second and third placings.
"We had plenty of horses running well, but just no luck."
The start of the new season was marked on August 2 at the Goulburn Race Club, but Williams' luck did not immediately improve.
With four horses running on the day, Williams' stables earned two seconds, one third, and a fourth.
The results were not what Williams was hoping for, but the veteran remains positive about the quality of horses in his stables this year.
"We're off to a much better start this year, we've got stronger horses behind us," he said.
"We've stepped off with a lot of confidence with what we've got at hand in the stables. We're looking forward to a big year."
The Goulburn Race Club will hold its next meet on Monday, August 12.
