Goulburn Mulwaree general manager and mayor Warwick Bennett and Bob Kirk and Members for Goulburn and Hume Wendy Tuckerman and Angus Taylor were among those involved.
"It's a special day at a special venue," Cr Kirk said.
"This has all been ongoing work since 2016.
"At first, there were talks about building a 10,000 stadium, but since it was not feasible, it was scaled down.
"The end result is what you see and it has happened in a short space of time."
Cr Kirk also recognised the involvement of the government because without them, none of the projects would have been possible.
"This is a great example of three levels of Government combining to deliver a brilliant outcome for a local community," Cr Kirk said.
"The federal government's contributed $415,000 as part of the Building Better Regions Fund.
"The state government funded $200,000 through the Community Sports Facilities Program and Cricket NSW contributed $40,000 through the McDonald's Facility Grants $40,000."
Mr Taylor spoke about about the Goulburn's love for sport as well as his love for the upgraded Seiffert Oval.
"The community is always supportive of these projects and one of the reasons is that the town loves sport," Mr Taylor said.
"This new pavilion will not only provide high quality facilities for our local players but increase opportunities to host visiting teams, boosting sport across the region."
Ms Tuckerman was delighted to realise the vision the community had had.
"We are together realising a beautiful space to really push home the importance of health, well being, getting out and riding on skateboards," Ms Tuckerman said.
There was a fun game of basketball and cricket to celebrate the opening.
