Pejar Dam is 86.3 per cent full, Sooley Dam is 44.8 pc and Rossi Weir is at 68.6 pc. The city's total useable storage is 69.3 pc.

During September, the city's average daily water usage was 7.78 megalitres.

But even as the summer evaporation saps the storage, the city's water will be secure, thanks mainly to the Highlands Source Pipeline.

This 81km long pipe runs from Wingecarribee Reservoir directly into the city's water supply, and in further good news, the annual cost for running the pipeline could drop in the future.

A report to tomorrow night's council meeting notes a WaterNSW pricing proposal and IPART issues paper recommends the continuation of a four year pricing structure, as well as a reduction in the fixed charges for Goulburn from $30,000 to $20,000 per annum, with volumetric charges to remain the same at $58 per megalitre.

"This is only a small saving, of $10,000 a year, but the fact it is not going up is great," Goulburn Mulwaree Utilities director Marina Hollands said. "The usage rate is staying the same too."

"It is only a discussion paper at this stage, the price is not going to drop yet, but we have put in a letter supporting that drop in fees."

Mrs Hollands said this price drop would not flow on to ratepayers, but would help in the council's overall running costs in supplying water.

"Think of it like the council being a ratepayer with a water metre at home. There are two fees for using the pipeline, access and usage," she said.

"We pay a fixed charge to Water NSW as well as a usage charge and that charge is going to stay the same as well. We pay for the water we use.

"This is good, certainly over a four-year period, with the possibility of the drought worsening, because we are going to end up using the pipeline more," she said.

Mrs Hollands said the council is using the pipeline as much as it can.

"We pumped 31 megalitres along the pipeline during September," she said.

"We are using it as much as we can to make sure we can use it when we need it, and it is also good to keep water in the pipes."
