Police said the man was driving towards Goulburn with two passengers - a 23-year-old male from Nowra and a 21-year-old ACT woman - when he lost control of the vehicle at about 11.45am, just north of Wakefield Park.
The white Toyota Corolla hit a power pole, rolled several times and landed in the adjoining paddock, some 12km south of Goulburn.
All occupants suffered minor injuries and were able to walk free of the vehicle.
Police said the male and female passengers were taken to Goulburn Base Hospital in a stable condition.
A breath analyis at the police station allegedly registered a 0.90 reading and he was charged him with mid-range drink-driving and never holding a licence. He is due to appear in Goulburn Local Court on December 18.
Emergency personnel at Wakefield Park raceway responded within minutes of the crash
The facility's operations manager, Dean Chapman said the car's front-end ripped apart after it hit the power pole.
A witness to the accident alerted Wakefield Park, whose emergency services were on hand for the track's 25th anniversary meeting.
Two onsite ambulances, three intensive care paramedics, Fire and Rescue and RFS responded.
"It's very lucky they were there and we were more than happy to respond," he said.
Mr Chapman said the occupants were extremely lucky to only come away with cuts and bruises.
The road's northbound lane was closed for about 45 minutes, with traffic control in place.
