Strikers president David Albrighton said the former players were the catalyst of bringing the club back.
"A bunch of players who played in the past wanted to get it going again," Albrighton said.
"Up until 2017, the Strikers were in the Capital Football State League one and would have to go to Canberra quite often.
"Most of the players next season will be those who don't want to travel and want to play socially."
After the 2017 season, the best players from Goulburn Strikers and Goulburn Stags merged to form Southern Tablelands United (STU) in the Canberra competition.
As a result, the Stags continued to play in the local competition while the Strikers ceased.
STFA director Craig Norris said he was not surprised the Strikers were back.

"There was always discussion that given their long and proud history, they could consider coming back playing locally," Norris said.
"They last played in the State League One competition of Capital Football and finished in the middle of the table."
The Strikers used to play their matches at PCYC Oval, but will now play all their games at Cookbundoon just like all the other teams in the STFA comp.
"We relinquished the ground so that we could play at the same ground as the other association clubs so the kids have players to look up to," Albrighton said.
Albrighton used to play for the Strikers before playing for Southern Tablelands United. He expects to play for both teams next season.
Albrighton will remain president of the Strikers until at least the next AGM held in February.
The senior STFA competition will now have at least 10 teams as up to three of the u18 sides could take part as well.
