Police have confirmed that six cars were involved in the multiple car collision in the northbound lane.
Police said no one was taken to the hospital as a result of the crash.
"Visibility was low due to dust storm, which was the contributing factor in the crash," a police spokesperson said.
Linda Koote was travelling with her partner from Merimbula when a dust storm hit the Federal Highway, around 25km from Goulburn.
"There was a tremendous gust of wind, about 100km/h, and everything went black (with the dust)," she said.
"The car in front stopped, we crashed into it and then about three others smashed into one another behind us. I have never seen anything like it."
She sustained whiplash and a sore toe and their car was damaged at the front.
