The two festivals will now be held at the Goulburn Recreation Area at 45 Braidwood Road.
Goulburn Mulwaree Council events officer Angela Remington said the council was conscious of the amount of rain over the past week.
"We didn't want to cancel both festivals, so we've moved them undercover," she said.
The Multicultural Festival will start at 10am. The celebration of music, dance, markets and street food fosters a blending of cultures for everyone to enjoy.
Vibesfest will start from 4pm with a range of free workshops including: singing for primary school age children, rumming/jam sessions with Flourish Music Therapy, and a parkour workshop with PCYC.
