More than ten stores in the mall have recently shut their doors due to COVID-19 restrictions with cafes and eateries limited to take away only.
Nail salons, massage parlours and beauty therapy retailers are required to cease operation to limit spread of the disease.
Other businesses have closed due to decreased trade and to protect the community.
The seating area at the food court has also been closed to limit large gatherings of people.
Charter Hall who manages the mall said they were "committed to actively partnering with all of our tenant customers during this challenging time."
Centre Manager Alan Olivo said the business played a vital role in servicing the community with essential goods and services.
"We acknowledge that although some stores are performing extremely well, others are currently under Federal Government legislated closures or experiencing a decline in traffic," he said.
"We are communicating with our tenant customers frequently and we are committed to ensuring we partner together with them through this uncertain time.
"We remain flexible on their trading requirements and our focus is on the health and well being of our team, our tenant customers, our partners and the broader Goulburn community."
