Manager of Goulburn Radio Cabs Co-Op Society Limited, Michael Gordon said the society was being forced to downsize.
He said they had "completely lost the night-shift now that Goulburn shut down at 9:30pm."
At the moment the day shift is "just under sustainable."
This will cause tough times for the 23 owners and 67 drivers the society represents.
While the service will still be operational 24/7, Mr Gordon said shifts would have to be re-rostered.
Currently, only half the fleet is working. Mr Gordon said he hoped this wouldn't create reduced capacity.
To combat COVID-19 transmission drivers have been equipped with sanitiser and other chemicals with vehicles thoroughly cleaned on a daily basis.
Mr Gordon said there would be "no more cramming in" for passengers.
Cabs will be limited to one or two passengers to ensure social distancing. Groups of up to four will be transported using the maxi-taxi.
Mr Gordon asked passengers to please sit in the back seat for the safety of the driver.
He said Goulburn Radio Cabs had urged older drivers to look after themselves.
"It's up to owners, and drivers over 70 years old, if they want to continue work," he said.
The Federal Government has strongly advised people over 70, people with chronic illness over 60 and Indigenous people over 50 to stay home.
To combat restrictions cabbies around Goulburn will offer a $15 flat fee for parcel delivery to the elderly or people who cannot leave their homes. This includes: groceries, medical supplies or other packages.
Goulburn Radio Cabs will also undertake food delivery.
