General manager Warwick Bennett also says with councillors now having the opportunity to meet via video-link or audio conference, it's advisable for some in the 'vulnerable category' to utilise the technology.
He suggests that the meetings be cut back from fortnightly to monthly just for April and May.
Anything urgent could be dealt with by an extraordinary meeting.
Mr Bennett has also updated councillors on the facility closures to date, including the library, aquatic centre, art gallery and Rocky Hill Museum.
Other services, such as the animal shelter and waste management centres, have also had operating hours reduced.
"All council services are still operating, albeit at reduced levels. This may change depending on state and federal directives," he reported.
Mr Bennett believed the annual budget, to be soon placed on public exhibition, would be amended as the council further responded to the coronavirus pandemic.
Local Government NSW president Linda Scott has called for state help.
"As we all know, a number of businesses are doing it tough and some won't survive," he wrote.
"As we have seen in the media, there are a lot of people who are have lost their jobs and are now reliant on government for their income.
Mr Bennett said the hit on superannuation funds could affect retirees' income and their ability to pay rates.
"As general managers of Local Government NSW we will be asking state government to give consideration in terms of assisting communities to recover," he stated.
He told The Post that while he expected little impact this financial year, the council was preparing for reduced income in the following one.
The GM pointed out that councils were not eligible for the federal government's JobKeeper program despite the fact facilities such as the aquatic centre had closed as a result of coronavirus.
"We will be having discussions with the state government on how we fund those things going forward," Mr Bennett said.
He will be giving a verbal update at Tuesday's meeting, which is livestreamed on the council's website from 6pm Tuesday.
