Run-O-Waters resident Paul Cook said it appeared the B-double had missed a turn into the Coles Distribution Centre sometime before 8am and tried to turn around near the Bonnett Drive intersection, near Smalls Transport, when it became "stuck."
The truck blocked half the lane. Mr Cook said council workers were on scene, undertaking traffic control and allowing cars to pass. Workers were also repairing what appeared to be the vehicle's air hoses.
"It happened in heavy fog and was on a rise as you come around a corner. It was quite dangerous," he told The Post.
The scene has since been cleared.
Mr Cook said the mishap could have been worse. Four years ago a truck jack-knifed near the current Tribe Brewery. It blocked access into and out of Run-O-Waters for most of the morning. This and an earlier gas leak has driven a campaign to secure a second access for the growing suburb.
"They've been promising a second exit for years. It's a ridiculous situation. We've been asking for it and keep getting fobbed off," he said.
However the council has been working on an extension from Pockley Drive and emerging at Shannon Drive. A recent council meeting heard that negotiations were still ongoing with developers to help facilitate this link.

Carr Street, which used to link Ducks Lane and Mary Street, remains impassable. The council cut this access due to its perceived danger but discussions have occurred in recent years about its upgrade.
Mr Cook said trucks also continued to park in a no-standing zone in Ducks Lane, opposite the service centre.
"They block half the road and it's dangerous," he said.
"My wife almost got hit there one day."
