On his way home on Tuesday afternoon, the councillor discovered that half-a-dozen bags of clothes, shoes, and children's board games had been left 200m up Carrick Road from the Hume Highway.
"The road reserve is council property. It's not your property; it's not anybody else's property to go and throw your bloody rubbish on it," Cr Banfield said. "Keep Australia beautiful; have a bit of pride in the country that we live in; and stop bloody doing these stupid things."
To make matters worse, Cr Banfield said, Goulburn Mulwaree Council held its free tip weekend on Saturday and Sunday. Goulburn Mulwaree residents were able to dispose of bulky household general waste (such as household furniture, green waste, cardboard and steel) free of charge at Council's waste centres at Goulburn, Marulan, and Tarago.
"Somebody obviously has the time and energy to drive up the road and tip it out," Cr Banfield said. "Why wouldn't you take it to the tip on the free day? Why wouldn't you just take it to St Vinnie's? It costs you nothing to take it there. You don't know the mentality of these grubs. No brains - and happy without 'em."

This is not the first time that litterbugs have dropped rubbish bags in Carrick Road. In February, Cr Banfield discovered paint tins and three trailer-loads of household items - fridges, furniture, water coolers, boxes, and clothes racks - left by the roadside.
Cr Banfield is fed up. "How'd you like it if people dumped rubbish in your front yard? If I find out who it was, I'll take it back and chuck it over your front fence," he grumbled.
Residents can dispose of their rubbish at Council's waste centres, or call council to collect their garbage, the councillor pointed out.
"We've got facilities to deal with this stuff," Cr Banfield said. "There are many, many ways around it rather than taking it down the road and chucking it out."
