Goulburn Mulwaree Council has allocated $100,000 to build the amenities near Kenmore Street. The money will come from a $1,584,000 Local Roads and Community Infrastructure grant.

Councillors and the community have asked for the facilities at the track for some time. The walk, now stretching more than 12km, is used by an average 292 walkers and 70 cyclists daily, according to council data.

The toilets will be located 100 metres west of Roberts Park, behind the PCYC. General manager Warwick Bennett told Tuesday's council meeting that this location would place them out of the flood zone and allow pump station connection.

Meantime, $100,000 will go into upgrading Roberts Park itself. The work has been under discussion for some time. A draft concept plan details plans for picnic shelters and a barbecue, exercise equipment, a 'yarning circle' and bee garden, natural playground and rock feature wall. It also sets out elm sucker removal and potential for additional parking on PCYC land.

The area is becoming a popular one with youth, who also use the PCYC and the nearby BMX track.

But most of the grant - $1,084,000 - will be allocated to the waste management centre's renewal. The $7.5 million upgrade at the Sinclair Street facility includes a recycling and re-use centre, which is designed to reduce pressure on the landfill. The council says it will enable separation of mixed waste at the point of disposal and "improve customer experience."

The remainder of the work is being funded by cash and loans.

Finally, $300,000 will be channeled into footpaths for the villages. Projects will be determined following consultation with the communities and funds will be distributed on a population basis.

Under the grant terms, projects must be designed and approved by July 31 and be completed by December 31 this year.

The fund is designed to stimulate economies amid the COVID-19 pandemic.
