All four people charged over an alleged drug supply ring in Goulburn have been refused bail.

Police on Wednesday arrested and charged two men and two women, all from Goulburn, following an extensive investigation into the alleged supply of 'ice' and other drugs in the city. The Monaro Regional Enforcement Squad laid more than 80 charges against the four, following house raids in three streets on Wednesday morning.

On Thursday, 54-year-old Gary Roy Rayner, appearing via audio-visual link, pleaded guilty to selling an 'ice' pipe, but not guilty to three charges of supplying a small quantity of a prohibited drug.
The court heard that Rayner was on bail for separate drug supply charges on which he was due to face sentence on May 31.
In arguing for continued bail, solicitor Laura Clements said her client suffered a chronic medical condition following a 2004 car accident that had fractured two vertebrae. He suffered severe arthritis and pain daily, for which he was on medication and regularly consulted a local doctor and a Canberra physiotherapist.
"He instructs me that the pain has flared up in the past few months," Ms Clements said.
Police prosecutor Simon Enderwick opposed bail.
Magistrate Mark Williams said the charges were serious and told the court that Rayner had previously served two years and six months for drug offences.
"I see nothing in terms of treatment for the injury that cannot be managed in custody," he said.
Magistrate Williams said in the context of time previously served on drug supply matters, he was not convinced of the case to continue bail.
He formally refused Rayner bail until his next appearance on May 31. Rayner will be sentenced for previous matters on that date.
Meantime, Goulburn Local Court on Wednesday also refused bail for:
- A 22-year-old woman was charged with six counts of supplying a prohibited drug, possess prohibited drug, and contravene prohibition/restriction in AVO;
- A 52-year-old woman was charged with 10 counts of supplying a prohibited drug, supply prohibited drugs on an ongoing basis, two counts of possess prohibited drug and dealing with property proceeds of crime;
- A 32-year-old man charged with 59 counts of supplying a prohibited drug, two counts of supplying prohibited drugs on an ongoing basis, and two charges of possessing a prohibited drug.
The 32-year-old man's matter was adjourned to May 12; the 52-year-old woman's case to June 9 and the 22-year-old woman's to April 21.
