Limits to people in homes have been put in place, singing and dancing has been outlawed at all venues excluding weddings, and the four-square-metre rule has been reinstated.
The mask mandate has also been extended to workplaces and outdoor events.
Gym classes are limited to 20 and masks must be worn.
NSW Premier Gladys Berejiklian said residents of metropolitan Sydney were not confined to their homes, but told people living and working in the City of Sydney, Waverley, Woollahra, Bayside, Canada Bay, Inner West and Randwick to "abandon non-essential activities" in other areas.
"If you are living or working in those seven LGAs, please don't travel outside Sydney," she said.
"We don't want to contaminate or spread this variant into the regions and I think regional communities will welcome that."
School holiday plans have been thrown out the window for many families as states rapidly close their borders to NSW.
As NSW faces a worsening virus situation, Victorians have once again been given more freedoms after another day of zero new cases.
Density limits in hospitality and sporting venues will be eased and more visitors will be allowed in homes across Victoria from Friday.
Religious services, funerals and weddings will increase to 300 people, and theatres can welcome 50 per cent capacity or up to 1000 people.
Private debt collectors have been called in to claw back unpaid hotel quarantine bills in Queensland.
Only 44 per cent of $87.7 million of invoices have been paid in part or full, according to figures from the beginning of June.
Premier Annastacia Palaszczuk said she owed it to taxpayers to chase people who hadn't paid for their quarantine bill.
