I was pleased to visit the Aquatic Centre project site this week, to see the great progress we are making on the $30 million redevelopment of the facility.
The photos included with this week's column show this progress, with the structural steel for the pool hall building now completed. Other updates for this month:
- Final water tightness test to be conducted on splash pad area
- Roof will now commence, taking weather concerns away.
- Approximately 80% of structural block works is now complete
- Expression of interest to be called for operations of the café

Wakefield Park decision adjourned
This week we held a marathon meeting, considering the Wakefield Park development application. Council had the opportunity to hear from 18 public speakers, before having lengthy discussions of our own regarding the proposal. In the end, we adjourned our decision regarding the development application due to a number of areas where information was lacking, or further thinking and discussion was needed.
Councillors have asked staff to put together a further report on matters raised in public forum. Staff will go away to investigate a number of issues to provide further information, with a list of these issues included in the minutes. Items to be considered include:
- Investigate Phillip Island Circuit operations in regards to noise.
- Investigate signage on the track
- Clarification of pre-race activities and the time driving begins on track
- Activities on no race day
- Comment on the economic value to the region
- Clear direction on noise categories with these simplified to three categories being red, amber and green
- Reduction of the number of red category (85-95dBA) dates to 30 per year
- Amber category (75-85dBA) increased to 150 days.
- Green category (less than 75dBA)
- Provision of noise data to the community via the Wakefield Park website
- Suggestion of a black category for prestige event days such as the Australian Superbikes
- Clarification around the methodology on the number of noisy days
- Consider increasing total number of vehicles that are static tested above 20%
- Location of additional monitoring equipment
- Conditions relating to compliance
- Consideration of additional offsite noise mitigations matters
- Condition to nullify the 1993 consent
If approved the development will allow construction of a new pit lane building, a new off-road experience, ongoing use of visitor accommodation facilities, carrying out of general purpose markets 12 times a year and a number of other additions.
We will resume this meeting on Tuesday 13th July at 6pm. This will again be open to the community, but no public forum will be held, and we will make a decision on this night.
Towards 2042 Consultation
This week we have launched our 'Towards 2042' consultation, which will shape the future of our community through a new Community Strategic Plan.
Council will guide the community through important discussions on the main ideas and priorities for our local government area for the next term of Council and beyond, documenting these in a Community Strategic Plan.
This is a great opportunity to share big ideas, and influence the future of our LGA. Consultation has kicked off with an online survey, available to undertake now at www.surveymonkey.com/r/GMC-Main
Consultation will also involve phone surveys during July, and three face to face engagement sessions:
- Goulburn - Grace Millsom Centre, 5:30-8:30pm on Friday 9th July
- Marulan - Marulan Hall, 8:30am - 11:30am on Saturday 10th July
- Tarago - Tarago Hall,1:30pm - 4:30pm on Saturday 10th July

Jerrara Power - Scoping Report
Community members may be aware Jerrara Power have submitted their scoping report and request for Secretary's Environmental Assessment Requirements (SEARS) regarding their state significant project on Jerrara Road, Bungonia. This is the first step in the planning and assessment process for state significant development in NSW.
At this stage we do not have a timeframe regarding providing input into the SEARS; we will advise the community as soon as submissions are open. SEARS provide the checklist of requirements which Jerrara Power will need to respond to as part of an Environmental Impact Statement (EIS).
Council remains opposed to the Waste to Energy Proposal at Jerrara Road, and will continue to lobby the NSW Government to develop a policy regarding waste to energy facilities setting out a number of environmental and community outcomes to ensure Goulburn Mulwaree does not become the dumping ground for Sydney's waste.
