Mayor Kirk said the news last week, that a Goulburn hospital contractor had tested positive, "was a reminder we are susceptible to hot spots".
"What was very worrying is there could have been other cases," he said.
The mayor welcomed a new public health order requiring essential workers to carry proof of a recent negative COVID-19 test.
"People who come into our community need to follow the rules," he said.
Cr Kirk was pleased that "99 per cent of the population" were following current public health orders.
"They mightn't be happy about it, but at least they are complying," he said.
"At the end of the day we've got to rely on individuals to follow the rules.
"I urge all good citizens to do their bit. We are not locked down and we want to keep it that way."
