NSW Deputy Premier John Barilaro confirmed the new cases and said that the two residents lived in Queanbeyan but worked in the ACT.
"The escalating crisis in Canberra is causing concerns in surrounding areas," he said.
Contact tracing is underway and there are no public exposure sites in the region at this stage.
Risk assessments are being finalised for two venues visited by a case during their infectious period in Queanbeyan, with further information to follow.
SNSWLHD works in close partnership with ACT Public Health to ensure fast and effective contact tracing and response is coordinated across the region.
Additional testing capacity has been set up in Queanbeyan including mobile swabbing for directly notified close contacts.
SNSWLHD now has three cases of COVID-19. All three cases were exposed to COVID-19 while in the ACT.
On Wednesday, the Southern NSW Local Health District (SNSWLHD) was notified of a positive COVID-19 case in the Goulburn area.
The person works in the ACT and has a residential address in Goulburn. The case is linked to one of the ACT exposure sites.
Meanwhile NSW's regional areas have extended the lockdown until August 28, at least.
Premier Gladys Berejiklian said the entire state would now be in lockdown for at least another nine days.
"Given the outbreak in western New South Wales and a few cases elsewhere throughout the regions, the lockdown in a regional NSW will align with the rest of NSW until at least August 28," Ms Berejiklian said.
"Regional New South Wales will also remain in lockdown as a precaution for this time, there are vast areas of regional NSW where there are not any cases, but everybody would appreciate and expect us to take a precautionary response."
