According to the commission Cook is not, and never has been, a registered paramedic or employee/affiliate of the NSW Ambulance Service.

In a statement the commission said "the appearance of Cook's vehicle and uniform is such that a member of the general public would believe that the vehicle is an NSW Ambulance Service vehicle being operated by a registered paramedic with the relevant skills and qualifications to provide safe care during an emergency".
The commission has imposed an Interim Prohibition Order and is investigating.
The order states: "John Robert Cook, a First Aid Officer, must not, under any circumstances provide, or cause to be provided, any health services, either in paid employment or voluntarily, to any member of the public."
This interim order remains in force from August 19 for eight weeks.
A commission spokesperson said the commission was in the early stages of its investigation and any further action, which may include a permanent prohibition order, would be determined once it was completed.
"The commission continues to liaise closely with relevant emergency agencies who are aware of Cook's activities in the local area, as well as any additional further information being received from members of the public," the spokesperson said.
"If any person sees Cook in circumstances where he is attending an emergency situation, they should advise other official persons at the scene that he is not a registered ambulance officer.
"If any person is aware of circumstances where Cook may have attended an emergency situation in the past, they should email the commission at hccc@hccc.nsw.gov.au."
