The result left Palace 12th on 16 points from 14 games while Leeds moved two places up to 15th on 15 points after they ground out their third league win of the season.
After a dull first half devoid of any chances, Leeds' Rodrigo dragged a Daniel James cross from the left well wide of the near post in the 53rd, as he failed to turn and get a shot on target.
Christian Benteke then missed a pair of sitters for Palace, heading wide at the far post before home keeper Illan Meslier scrambled to smother the striker's feeble close-range shot.
Those misses proved costly for the visitors after centre back Marc Guehi's outstretched arm handled a corner with Raphinha making no mistake with the penalty following a VAR check to delight the Elland Road faithful.
Earlier, Teemu Pukki's superb equaliser denied 10-man Newcastle United a first Premier League win of the season as the crucial relegation clash ended 1-1 at St James' Park.
Callum Wilson's second-half penalty looked like sealing victory for Newcastle who played virtually the whole game a man down after Ciaran Clark was sent off in the ninth minute for inexplicably hauling back Pukki.
Wilson converted in the 61st minute after a header hit Norwich midfielder Billy Gilmour's arm.
The Canaries had failed to make the most of their numerical supremacy but Pukki struck a sensational volley to earn Dean Smith's side a point in the 79th minute.
"We knew how big the game was. At 11 v 11 I think we'd win," Wilson told Amazon Prime.
"Mistakes happen in football. We're not going to dig anyone out.
"We kept the door shut until the end but it's a great finish. "We can't feel sorry for ourselves."
The visitors should have claimed victory late on but Pierre Lees-Melou failed to take a glorious opportunity.
Newcastle remain winless and stay bottom with seven points while Norwich, who are unbeaten in four games, moved up to 18th spot with 10 points.
The Magpies became the fourth team to fail to win any of their first 14 matches in a Premier League campaign, according to Opta, the league's statistics supplier. The previous three - Swindon (1993-94), Queens Park Rangers (2012-13) and Sheffield United (last season) - were all relegated.
