COUNCIL will grant conditional approval for the development of a 7-Eleven service station on Clinton St, if planning recommendations are adopted at the first meeting for 2015 tomorrow night.

This comes despite a number of submissions highlighting heritage and operational concerns.
Nine submissions were received by Council on the proposal, listing complaints ranging from noise to streetscape amenity, landscaping, social impacts, traffic and competition.
If given the green light, three cottages (including a former hospital) will be demolished to make way for the retailer, becoming the 13th fuel station in the City.
To offset the loss, senior development assessment officer Narlisa Cooper has recommended approval with condition that an archival record be kept for each building to be lodged with Council prior to attaining a construction certificate.
“The impact on heritage grounds is considered to be minimal as there are a number of various types of this style of housing still remaining in Goulburn”, the report read.
Further conditions will dictate the approval of the Clinton St site – including restriction of trading hours from the 24-hours initially proposed. Five of the nine submissions addressed the issue.
“We do not object to the construction of the building, however we object to the proposal to conduct all night trading,” a letter from the Operators of the Goulburn Motor Inn read.
“We are very concerned about the noise generated by all night trading, such as vehicles coming and going, people calling out to each other, local people using it as a late night meeting point, skate boarders etc. As it is very quiet at night, sound travels, and what are ordinary daytime activities become sources of annoyance.”
As such, Council has placed limitation on operation hours to 6am-12am seven days per week.
“It is considered that 24-hours seven days a week trading is excessive for this site given surrounding residential land uses.”
Council will meet tomorrow night to discuss.
