Trevor Anthoney was announced as a candidate for the Bullet Train for Australia Party in the ballot draw on Friday. He drew number four in the list.
Mr Anthoney said the name of his party spoke for itself.
"I am running to draw attention to the idea of building high speed rail down the east coast of Australia," he said.
"We are a single issue party and while I don't expect to win, it is an important issue and the more the idea gets out there - the better.
"It is an idea that has been bandied around for the last 30 years, but it really needs to happen. The first place this rail would go is south from Sydney to link Goulburn to Canberra, so the decision to run in Hume made sense.
"The local council is behind it. Everyone else needs to get on board. It would open up regional Australia."
Mr Anthoney lives in Newcastle and he ran as a candidate in the previous election in Newcastle.
Australian Electoral Commission divisional returning officer Melissa Merryful clarified that a candidate did not have to live in Hume to be a candidate in this electorate.
"We had a candidate from the Palmer United Party run in Hume in the last election who did not live in the electorate," she said.
"The only stipulation under the legislation is that the candidate can not vote for themselves in that electorate."
