Andrew Joseph Hart, 20, and Daniel Bellden, 21, appeared unrepresented in Goulburn Local Court earlier today (Wednesday, July 13) charged with offensive behaviour.
Police found the dead animal at the intersection of Auburn and Montague Streets just before midnight on June 26.
Hart and Bellden are two of four people charged in relation to the incident. The others, a male and female aged 17, were processed under the provisions of the Youth Offenders Act.
The Police prosecutor said that when information went out onto social media to find the offenders, the community were outraged by police facts.
"There was an understandable outrage at this behaviour," he said.
Magistrate Mark Douglass described the pair's behaviour as "disturbing" and said a strong sentence was needed to deter them and others from committing a similar offence.
"I don't understand this. This is very serious. I can't imagine what the elderly and frail residents of Goulburn would have thought if they saw this," Magistrate Mark Douglass said.
"It is disturbing... It is outrageous and it is very very serious. I've asked for a pre-sentence report to assess alternatives to prison."
The matter has been adjourned until August 30 in Goulburn Local Court.
