A report to Tuesday night’s meeting recommends tender documents be prepared to build the $800,000 project.
But currently there is only $600,000 in the kitty, thanks in part to a $200,000 State Government grant earlier this year.
An application to the Public Reserve Fund Management for the extra money needed was unsuccessful, But the council is hanging on the outcome of two other bids to Club Grants NSW and the Building Better Regions Fund.
The report recommends that if these fail, the council allocate $200,000 from its 2018/19 budget for the work.
Tenders are expected to be called in four months and construction is estimated to take six months.
The council’s operations manager Matt O’Rourke said a working party saw the pavilion’s replacement as a priority.
“This was deemed necessary due to the substandard condition of the existing facility and to improve the ability to attract regional events to Seiffert Oval,” he wrote in his report.
Mr O’Rourke said the working party was consulted about the design, which also considered similar facilities and input from local sporting codes.
The project, which has secured development approval, includes change rooms for home and away teams and match officials, a multi-function area, kitchenette, storage area, public amenities and a perimeter veranda.
The old storage sheds and public toilets would be demolished.
