Melbourne-based Marks Property Group plans to demolish a motel on the corner of Finlay Rd and Hume St and build the units ranging from 341 to 1178 square metres.
Goulburn Mulwaree Councillors voted that conditional approval be granted under delegation at their recent meeting.
The approval is likely to confirm Hume Street's growing reputation as the "golden mile" of new development, as described by one local valuer.
Company principal Dominic Benvenuto told the Goulburn Post last November that he was planning a mix of bulky goods retail outlets designed by local architectural firm, Garry Dutaillis and Associates on the 7000 square metre block.
"The buildings will be very modern with mezzanine flooring, with a total display area of 5500 square metres," Mr Benvenuto said.
At that stage he said he had not started marketing the blocks because he was waiting on council approval.
Mr Benvenuto is buying the land from the owner of Southside Motel and will settle this March. He lodged the development application with the owner's approval.
Marks Property Group undertakes developments in regional NSW and Victoria.
Mr Benvenuto had not returned calls asking for more details about his plans for the site at the time of going to press.
Elsewhere in Hume St, Southern Ford moved into its new premises on the opposite corner of Finlay Rd and Hume St two weeks ago.
Manager Greg Reardon said the past fortnight had been frantic but he was very happy to have sales and service under the one roof. People were quickly adjusting to the move, he said.
This year the Goulburn City Motor Group will move two of its car yards and service department to a nearby block in Hume St.
Council approved a development application for the dealership's new premises last year.
Developer Keith Woodman is also moving quickly on a new bakery near his Trappers motel and function centre.
Located on a two-hectare lot, the bakery will be based on an 18th century type building, featuring a large area of stone and 'convict' bricks. Mr Woodman told the Post last year that his goal was to make it the "tourist bakery" of Australia.
Not far away, up Ducks Lane, construction giant Australand will this month begin construction on the large Coles Myer Distribution Centre. A "ground breaking ceremony" will be held on January 19 to celebrate commencement of the 39,040 square metre facility, which is expected to employ about 500 people.
