But they are trying to identity the man, thought to be aged from his late teens to mid 20s, who stood on train tracks some 200 metres north of the Blackshaw Rd crossing.
The Canberra to Sydney Explorer, which had just left Goulburn Railway Station, was travelling at 80km/h when it impacted with the man at about 6.55pm, police said.
Investigations revealed the male had emerged from the grass verge on the western side of the rail corridor and stood in the centre of the tracks.
Police, forensic examiners, ambulance and rail track investigators attended the scene.
The man did not have any identification or identifying marks. He was Caucasian, with brown hair and thin build, and wearing an orange fluorescent jacket, blue long-sleeved shirt, blue track pants, black shorts underneath and white joggers.
Sergeant Scott Marsh said police were examining fingerprint and DNA samples in an effort to identify the man. They had also checked with local hostels, hospitals and mental health providers, without success.
Police are appealing to the public for help in identifying the man.
The train was held up for four hours due to the investigation. Some 80 passengers were transferred to buses.
