Jameson, 6, and Evelyn, 4, Rogers from Moriac near Geelong, who were holidaying at the Wonboyn Caravan Park with their parents, found the remains while exploring on Greenglades Beach, which borders the Nadgee Nature Reserve, on Sunday.
The children showed the object - which is about 17-18cm long and 9-10cm wide - to people at the holiday park who were equally intrigued.
Wonboyn resident and author Susie Sarah emailed photos of their discovery to the CSIRO on Monday and is awaiting a response.
Ms Sarah also posted photos on Facebook which created a great deal of interest.
"It's not bone, it's rubbery, more like cartilage," Ms Sarah said.
"It looks like the head of something, you can imagine the holes being eye sockets."
She also intends to seek help from the Marine Discovery Centre in Eden.
Oliver Rogers told the Magnet that his children were avid beach explorers and were excited by their find.
"Jameson and Evelyn were showing all our neighbours at the caravan park and asking them what it was. It's a real mystery," Mr Rogers said.
