Consultation on the next stage of the CBD Enhancement began recently, after Councillors considered submissions to the CBD Masterplan in November.
A statement provided by the council said it made a number of decisions at its November meeting, which will now be taken to future budgets for inclusion.
They also resolved to consult the community on four key recommendations, before making a final decision.
Consultation is now being undertaken to gauge public opinion regarding:
- Reducing the speed limit in Auburn Street between Clinton and Bradley Streets to 40km/h.
- Closing access to Market Street from Auburn Street to create a public landscaped conversation and gathering area that is sympathetic to Belmore Park
- Replacing the concrete median strip in Auburn Street between Montague and Clifford Streets and introducing permanent planting and landscaping (note this would need to be discussed with RMS for their approval)
- Introducing controlled access points to Belmore Park from the Market and Montague Street sides.
Goulburn Mulwaree Mayor Bob Kirk said considering the importance of these decisions and how they will change the ‘tone’ of the CBD it was important to get it right.
He said the councillors felt it was important the community have the chance to provide feedback regarding these specific projects before a decision is made.
“Some $1.28 million has been allocated over the next four financial years for CBD enhancements, and as a council we want to set the tone for this area,” Cr Kirk said.
“As a leading regional city, we want to provide our residents and tourists with a modern shopping, dining and business area that is friendly to foot traffic which ultimately provides business.
“We are also committed to ensuring parking and accessibility is easy within the CBD and we will be endeavouring to increase parking spaces in and around the CBD by a minimum of 100 every five years to cope with growth.
“We will be further investigating some initiatives to begin increasing parking offerings in the short term.”
As part of the consultation period, two drop-in sessions are being held at the Goulburn Community Centre (155 Auburn St, Goulburn).
Residents are invited to come along between 1pm and 6pm on February 13 or 21st February 21 to find out more and to provide feedback directly to staff and Councillors.

A display has also been set up at the Civic Centre, where hard copy surveys are available to be filled in.
Formal submissions indicated as ‘CBD Enhancement Consultation’ should be forwarded to the general manager via submissions@goulburn.nsw.gov.au, by post to Locked Bag 22, Goulburn, NSW or handed in at the Civic Centre in Bourke Street, Goulburn.
The consultation will close on March 8, with a report expected to go to the council in April this year.
