Member for Goulburn Wendy Tuckerman MP said the program would provide alcohol and drug rehabilitation services and day programs for both men and women.
"This important alcohol and drug service for Goulburn residents seeking support is now one step closer, with this call for tenders," Ms Tuckerman said.
"Goulburn has been a great beneficiary of the NSW Government's commitment to the regions, including $150 million for our Goulburn Hospital and Health Service Redevelopment."
Mental Health Drug and Alcohol Director, Southern NSW Local Health District, Cherie Puckett said the program provides a minimum ten bed residential service and a 'step-up' and 'step-down' day support initiative.
