Several people used the Veolia Arena on Braidwood Road when it opened as a an evacuation point for people from 1pm on Wednesday.
"We would encourage people to get out of the heat as much as they can. If people have left their home and have nowhere to go, they can take shelter there," Anne Muir from Regional NSW with Department of Planning, Industry and Environment said.
Animals, including goats and horses were being housed in yards at the adjoining Recreation Area and more were expected to arrive.
The Agriculture and Animal Services Functional Area provides support during emergencies through the NSW Department of Primary Industries, Local Land Services and partner groups.
"The Goulburn Showground has been designated by Agriculture and Animal Services as a suitable and safe location for people to relocate their animals to if they are affected by bushfires and have no other arrangements in place," a Local Land Services spokesperson said.
"This is available for owners of animals including larger animals such as horses, cattle and sheep that can be housed in showground pens. In addition, the greyhound kennels can be used if required."
