A dominant Goulburn trifecta in the qualifying round on February 16 saw Dubois (who trains Julian Rock) and Burleigh (who trains Al Mah Haha) place first and second respectively.
This qualified the pair for the final, just ahead of fellow Goulburn trainer Kurt Goldman's Irish Songs, who finished third.
The strong result in Moruya was no surprise to Goulburn District Race Club president, Ken Ikin.
"Goulburn is one of the leading country tracks in the state, and we have some of the best country trainers in the state," Ikin said.
"We've had a fair bit of success in recent times.
"It flows through from the training facilities right through to the race day."
The Goulburn trio who placed in the qualifier were closely followed be another local, Danielle Seib, whose gelding Assault'n'bathory finished in fifth.
The utter dominance of Goulburn's trainers and horses in the qualifier, Ikin said, is due in part to the quality of the local facilities.
"It really reflects on the training facilities in Goulburn, I believe," he said.
"We're up there as far as country tracks go in NSW. We have a very long straight, it's wide, it's in very good condition. We have excellent ground staff and an excellent track manager, and that shows in the results."
This will be Burleigh's second year in the Country Championships final, after she had two horses qualify (Al Mah Haha and Bocelli) last year.
Of late, both Al Mah Haha and Julian Rock have been in good form, with a second place for the former and a win for the latter in their only races since the qualifiers.
This recent hot streak prompted Ikin to say he thinks "they've both got a very good chance."
The state of racing in NSW is currently up in the air due to the COVID-19 pandemic, but Ikin said the Goulburn club is doing everything in its power to ensure the final can go ahead.
Should the current rules remain in place, the final will be run on Saturday, April 4, at Royal Randwick.
