A tense conversation followed a query by Councillor Ron Cummins to the general manager Colleen Worthy regarding the omission of questions from the business papers. Cr Opie's name was also incorrectly left off these questions.
Ms Worthy said that the point requires further clarification. The questions were deferred until resources were available to answer all of the questions, she said.
This led to a tense conversation between the councillors of the openness and transparency of the council.
Cr Opie stated, "It is a disgrace, and I am embarrassed, and I don't want to be a part of it.
"I tender my resignation immediately," he said before he walked from the meeting.
