A Southern NSW Local Health District spokesman said the positive test arose from another known household active case. The person was in isolation during the infectious period.
The District does not release the exact location, citing privacy reasons and the risk of this being breached in towns and villages within council areas.
The positive test brings to 12 the number of confirmed cases of coronavirus in Goulburn Mulwaree since January 27.
However there were only two active cases as of 7pm Tuesday. The spokesman said this can refer to a person who is no longer infectious but is still showing symptoms of the disease, such as a cough or shortness of breath.
Also since January 20, a total 8352 people have been tested for COVID-19, bringing the total across the District to 51,170.
Anyone with symptoms is urged to present at the COVID-19 testing clinic at Goulburn Base Hospital.
