Officer in charge of Goulburn Police Station Inspector Matt Hinton said the incident occurred in a shopping complex in Goulburn at around 7:15pm on November 23.
Inspector Hinton said young persons, who were known to each other, were involved in a fight. He said there had been communication between the people involved prior to the incident. There was an allegation that a knife was carried by one of the young people. The inspector said the knife was not used in the offence.
A police investigation commenced and a 16-year-old male was arrested at a property in Goulburn on the morning of November 24.
Mr Hinton said the male was charged by police in relation to that matter and for breaching existing bail conditions.
The inspector had a message for the community: "Police will not tolerate antisocial behaviour in a public place, and if you commit offences you will face court".
The male will appear before Goulburn Children's Court.
