The Australian Maritime Safety Authority (AMSA) was notified of the incident near Goulburn at 7pm, a spokeswoman confirmed.
"At approximately 8pm a company aircraft located the crash site, southeast of Marulan," she said.
"AMSA tasked a Toll Ambulance Rescue helicopter to the scene but due to weather conditions, it was unable to land."
Police said the aircraft was last seen east of Marulan.
Officers from the Hume Police District, the rescue and bomb disposal units and ambulance officers are trying to reach the scene by land. Police said the search was being coordinated from Longpoint Lookout, overlooking the Shoalhaven Gorge.
The AMSA spokeswoman said the two people on board the aircraft were taking part in a training flight that departed from Goulburn.
No other details are available at this stage.
