The Cessna 172 fixed-wing aircraft crashed into a paddock on Tallagandra Lane, Sutton near the ACT border about 4.30pm on Tuesday.
About three hours earlier, the plane took off from Canberra Airport with a pilot and passenger on board.
Both men died at the scene and are yet to be formally identified.
A crime scene has been established, with police investigating the cause of the crash.
The Australian Transport Safety Bureau has been notified and a report will be prepared for the coroner.
Superintendent Paul Condon, commander of the Hume Police District, is expected to provide more details on the crash at a press conference in Goulburn on Wednesday morning.
